In a 7 seater vs 13 seater rental in Singapore, start with headcount, because the price is often the same: C&P Rent-A-Car’s 8-seat Toyota Estima Aeras and 13-seat Toyota Hiace High Roof Commuter both cost $215 a day before GST. LTA data shows Singapore’s self-drive rental fleet reached 36,317 cars in June 2026. Here is how seats, suitcases, licence rules and cost per head compare across C&P’s Singapore car and minibus rental range.
Which rental fits a group of 6 to 12 in Singapore?
Book a 7-seater for six or seven people, an 8-seater for exactly eight, and a 13-seater for nine to twelve. If you split nine or more people across two MPVs, you pay twice and need two drivers.
At C&P, the 7-seaters are the Toyota Voxy Hybrid at $205 a day and the Toyota Previa Aeras at $215. The Toyota Estima Aeras is the only 8-seater, also at $215. That’s the legal limit for a car: seven passengers plus the driver. Go past it and you’re into the 13-seat Toyota Hiace High Roof Commuter, which seats a group of twelve with the driver for the same $215.
Remember to count the driver. A family of eight in a 7-seater leaves one person at home.
For nine to twelve people, book one Hiace commuter. Two Estimas cost $430 a day before GST, need two licensed drivers and split the group for the whole trip. The Hiace keeps everyone in one vehicle for half the price.
What is the difference between a 7-seater, 8-seater and 13-seater?
It comes down to seats, luggage and licence class. A 7-seater carries the driver and six passengers, and an 8-seater carries seven. A 13-seater is a small bus, and you need a full Class 3 or 3A licence to drive it.

The Hyundai Staria stands apart. It seats seven and costs $100 a day more than the Estima, but it fits three big suitcases to the Estima’s one. You’re paying for boot space.
The Hiace commuters cost the same per day as the 8-seat Estima, so at C&P a minibus is no dearer than an MPV. They differ on the licence you need and the room for luggage.
How many suitcases fit in a 13-seater?
C&P’s Toyota Hiace High Roof Commuter fits two big suitcases with all 13 seats in use. The 11-seat Standard Roof Commuter fits none. A 13-seater carries people well and luggage badly.
Check the luggage figure before you book. Twelve travellers with twelve check-in bags won’t fit in one commuter. You have two options: leave the back row empty so eight or nine travellers can bring their bags, or book a second vehicle just for luggage.
For that second vehicle, a Toyota Hiace High Roof Van carries 1,220 kg and about 9.8 cubic metres of cargo at $175 a day. A commuter plus a panel van moves twelve people and every suitcase for $390 a day before GST, or $425.10 with it. You’ll need a second driver, but it still costs less than two Estimas, and two Estimas couldn’t take twelve people’s bags anyway.
If you’re flying out during the year-end school holidays, count bags before seats. For a family of five with luggage, a 7-seat Hyundai Staria that takes three big suitcases works better than an 8-seat Estima that takes one.
Which is cheaper per head: two MPVs or one 13-seater?
For any group above eight, one 13-seater is cheaper per head. Twelve people in C&P’s Hiace High Roof Commuter pay $19.53 each per day including GST. In two Toyota Estimas, it’s $39.06 each.

Fuel works out the same way. One 3.0-litre Hiace uses less fuel than two 2.4-litre Estimas on the same route, and only one vehicle pays at each ERP gantry.
Transport economist Walter Theseira of the Singapore University of Social Sciences told The Straits Times in July 2026 that renting makes financial sense for people who drive only occasionally. A family that needs a 13-seater twice a year fits that description.
The deposit and ERP rate narrow the gap a little. C&P takes a $300 deposit per vehicle, or $600 if the hirer is under 30, and LTA charges small buses 1.5 times the car ERP rate. A group of twelve still pays less in the commuter on every count.
Can you drive a 13-seater on a Class 3 licence?
Yes, on a full Class 3 or Class 3A licence. Class 3C only covers cars with up to seven passengers. That includes the 8-seat Estima, but not a 13-seat Hiace commuter.
The Traffic Police licence class table, updated on 15 June 2026, caps Class 3 motor cars at seven passengers excluding the driver and 3,000 kg unladen. Small buses are a separate Class 3 group, limited to 2,500 kg unladen for diesel and petrol models. The 13-seat Hiace is in that group. So a Work Permit or S Pass holder with a converted 3C licence can drive the family Estima, but not the commuter.
Both Hiace commuters at C&P are automatic, so Class 3A holders can drive them. C&P requires hirers to be 23 to 65 years old with more than one year of driving experience, so P plate drivers can’t hire any vehicle in this comparison.
The commuter also costs more on the road. C&P lists both Hiace commuters as buses, and LTA’s ERP table charges small buses 1.5 times the base rate an Estima pays.
Should a group self-drive or book a chauffeur?
Self-drive works for a full-day outing if someone in the group is a confident driver. Book a chauffeur for airport runs, weddings, reunion dinners where people are drinking, or any trip where nobody wants to drive a 5.4-metre minibus.
C&P lists a chauffeured 13-seat Toyota Hiace at $85 an hour with a three-hour minimum. A city transfer or airport departure is $95, and an airport arrival is $105. For twelve people, that arrival works out to $8.75 a head. A self-drive day costs $234.35, before fuel and parking.
A driver also solves the licence problem. If the only driver in your group holds Class 3C or is under 23, you can’t self-drive the commuter at all. A chauffeured minibus service covers both cases.
What does a Deepavali or year-end school holiday trip cost?
Over Deepavali 2026, C&P charges at least four days for a group rental, plus a $30 peak charge on the day itself. A 13-seat Hiace commuter over that weekend comes to $970.10 with GST. Split twelve ways, that’s $80.84 each.
Deepavali falls on Sunday 8 November 2026, and Monday 9 November is the public holiday in lieu, according to the MOE school calendar for 2026. C&P sets a four-day minimum rental over Deepavali, and its Pandan Road counter is closed on Sundays and public holidays. Plan to collect on Friday or Saturday morning.
The year-end school holidays run from Saturday 21 November to Thursday 31 December 2026. If your group is travelling in those six weeks, book as soon as your dates are fixed. C&P adds its peak charge on Christmas Day, with no minimum rental.

What do families with young children need to check?
Every child under 1.35 m needs an approved child restraint, and the driver is responsible for it. Count child seats first, because a booster takes up a full seat in the Estima or the Hiace.
The Singapore Police Force confirmed the rule in its June 2025 review of child restraint standards, which added the European standard ECE R129 to the approved list. Restraints built to the older British standards and the Japanese standard JIS D0401-1990 stop counting as approved from 1 January 2031.
Take a reunion with three young cousins. An 8-seat Estima carrying two adults and three children in boosters has room for three more adults. The same group in a Hiace commuter has room for eight more.
